Looking through eBay and there's tons of EF86 around. Is it just a roll of the dice and hope the eastern European seller actually tested them?

Recently ordered an RFT brand EF86 from seller named electrikua on ebay. Ukraine I believe. It seems to be NOS as described. Sounds great. That's the only one I have dealt with on ebay.

The only one I bought was from a forum member a couple years ago. It replaced a different ef86, in my Stangray, that is now my backup for my RxJr (and Hayseed).

I saw that same electrikua seller with the RFTs. Thinking about giving one a shot since it's only like $15.

I've ordered several EF86's from ebay. So far I've had good luck and not had a bad one. I've purchased some Tesla, SED Windged "C", and some Mullard re-branded SEC. I haven't used any RFT.

I'd watch around here (the Z-forum) or check on TGP and see if you can find someone with good refrences to buy from. That's probably the best way to do it, buy from another (trusted) musician, or an ebay seller with really good feedback and sells a lot of tubes.
