I am considering a small amp for low volumes...
Right now I play an unplugged electric because that is the cheapest way to go, but it doesn't seem too fun...
I am considering a bunch of options, but what do you guys use or suggest?

I've heard those Roland Micro Cube things aren't too bad. For lower levels I have Weber MiniMASS attenuator, but for being quite I have a couple of headphone-amp options. One is a Digitech RP2000. I like that because it can record 10 seconds of audio and slow it down (good for learning licks off of recordings). It is kind of bulky just to carry around, though. The other is a Zoom 3 track recorder. It is nice if you want to make your own backing tracks to practice to. Plus, it is small and can run on batteries.

You can always use a good master volume amp for home playing/practice, that's what I do. You can even use something like a POD which is better than nothing.

Lovepedal 1/2w Vintage amp, or my Behringer V-Amp (like a Line 6 pod) with headphones.

..using a Swart 6v6 as of last week -just an outstanding little amp. This amp and others such as the Star Nova, Mini Z, and Emery Microbaby might be a suggestion. Each is a bit different in what they provide, and each is actually MUCH LOUDER than bedroom levels at full-tilt. I'm a bit partial to all-tube amps, so I can't say about the solid state versions as I have no experience with them.
And, an attenuator could be a cheaper alternative to buying a small boutique tube amp - heck, go ahead and get both! (or two or three)
Just so everyone knows - I'm havin' me a Mini Z - I'm just waitin' for the blonde tolex version (or maybe I could convince the Doc to build one for me?).

I am kinda wanting/waiting on a mini also, I have a blonde Mazerati and would love for them to match. Please, make a blonde tolex mini, or even the blonde mini head.

A rather heretic suggestion - the Vox AD15 modelling combo. Go easy on me guys. I confess to having one and they are amazingly good fun as a bedroom/late night amp. It does a pretty good job of modelling a bunch of classics - Dumbles, Tweed Bassman, AC30 (of course), Marshalls and a Triple Rec. And it does have a REAL 12AX7, an 8" closed back cab, a bunch of built in effects (compressor, tremelo, time effects, univibe thing, nearly 1 sec delay, even a noise gate). You can wail away at bedroom level no probs. They got rave reviews over here not least because of the astonishing price - about £100 on the web.

I've got a Roland Cube 30 that I use for low volume practice when I don't want to "bore" my Z's with scales and exercises. The clean sounds are great for a small solid state amp, and the onboard FX make practicing a little more enjoyable. If I'm working out a song where tone and mood are just as important as techniqe, then I play through either my Maz Jr. or Sr. and risk pissing off my wife! ;D

I now use the carmen ghia, works well at really low volumes still has good tone... ( can turn the volume to where you can just hear it and is very clean, fat and sounds great..very toneful at low or high volumes) louder volumes at home, carmen ghia.... jam w just another guitarest, carmen ghia..... full band practice, for a quick grab n go... carmen ghia.... carmen ghia, carmen ghia, carmen ghia, carmen ghia, carmen ghia.... funnest amp EVER invented... but overall I would go with the carmen ghia... ;D BTW it goes well w/ a stingray 2nd funnest amp....new main amp....

I'm getting the feeling the Ghia is pretty useful. ;D
I love the mini for practise. Real amp dynamics and plenty loud for home practise. And it sounds amazing.

A mini with the volume at about 8pm, Ghia's sound great at low volume as well! You know the Ghia is amazing in that it does sound GOOD even @ low (bedroom) volume......try that with your 22+watt fender or Marshall !!

I did have a Roland cube 15 (bought it for my 8 year old but never used it) which has lots of effects and is fun but kind of flat sounding. Now I use my Maz 18 with a Weber mini mass attenuator. Only p*ssed the neighbours off once.

I bought a mini and like it a lot, but it's still pretty loud unless I keep it clean. My wife sometimes has trouble sleeping soundly and sure don't want to keep her up. I bought a ZVex nano (1/2 watt) and a Dr. Z 2x10 cab, and it's a killer combination. I even use the aribrake a little. Quiet, and very good tone. I must admit that I'm now hooked, and am trying to decide between a Maz jr head or a ghia. (Got to get something to "exercize" the 2x10)
