I guess I had this wrong all along: the higher the number (34-36 mA), the COLDER the amp is biased? And vice-versa — lower number is a hotter bias?

An underbiased amp runs hotter .... it has a lower bias voltage on pin 5 of the output tubes. It will run hot and sound harsh.
An overbiased amp will sound grainy, not develop full power and not play well.
40mA is higher (hotter) than 30mA as an example of a bias setting.
