I've heard some things saying that this is a good swap. Is it? How will the tone differ?

I've read that it is not recommended due to voltage difference. I believe the 5751, 12AU7, & 12BH7 are the accepted substitutes in declining order for gain to clean headroom although it is also recommended that a PI be a balanced tube

In most amps this is fine for the phase inverter.

In most amps this is fine for the phase inverter. Does it make a difference? You will have more clean headroom with the AT7 and the amp will be less agressive.

My Maz Sr. had a 12AT7 in the PI and I liked it so I have always used Phillips NOS as That's what I used in my Fenders and Allen amps. When I got a new Maz Jr. I put a 12AT7 in the PI position before I even turned it on at home. I have never had an issue running that tube in that position in the 4 1/2 years I've owned the amp and I gig regularly with the amp.
I think the 12AT7 Fenders it up a bit. I loaned the amp to a buddy of mine and he put a JJ ECC83 in for the PI and it sounded good too, but he cranks it to get dirt and I set it clean so I guess it depends what you want the amp to do.
