I changed power tubes two days ago, everything was fine. Now today, inputs are dead. All tubes are lit, amp makes normal, very low level, hum but no signal from guitar. Switched cords. Last night there was a momentary power out but amp was off and is plugged into surge protector. Tested the fuse, it's ok. Could it be the rectifier tube? Thanks

If you just changed power tubes, I would suspect them. Maybe you got a bum tube. If you still have the old ones, put them in and see if it works.

switched power tubes back, still nothing. Could it be a bad capacitor?

If both fuses are good I'd look to the Rec tube

I know of one fuse on the back panel. Where is the other one?

Both fuses are on the back panel right next to the power cord. If your light is on and the tubes are glowing your 3 amp fuse is ok. I would check the 1/2 fuse and the rectifier.

It turned out to be the 12AT7 in what I believe is the V5 position, reverb recovery. I had just put in a NOS three weeks ago, so that threw me off for a while because I ASSUMED that tube couldn't be the problem.
