I just bought a used Mazerati from Eddie's Guitars in St. Louis.
The amp seems to be in flawless condition, without a scratch anywhere on it... it really looks like it's brand new, and it sounds amazing.
One problem -- the last # on the serial # appears to be scratched out, with a new # put in over the scratched section.
Why would someone change the serial #? Is this something I should be concerned about?

Maybe the guy stamping screwed up and caught him/herself after the fact. Hopefully it's legit

a lot of the Z chassis have marks from grinding near the corners, that is perhaps what your seeing and the serial # ran over than area.
No real issue as the letter denotes year built. Warranty is to the original owner only. Your buying from a legit store, keep your receipt incase it was as a worst case re numbered theft.

I'm guessing that's factory as the plastic panel hasn't been touched and it would be a lot of work to take it off. It's possible there were two chassis with the same serial # and it needed to be changed.

Hard to tell from the pic, but it looks like the grinding that is done to the weld during manufacture of the chassis. I say that because it appears the Chromate finish ( Looks gold ) is in place over the filling , the amps are dipped in Chromate prior to S/N number.
Each chassis is hand ground and sometimes they grind a bit further into the side of the chassis, no harm no foul.
Also that is a "P" S/N so built in 2005.
