If it’s frequently specific, then probably a tube issue. If you replicate the offending frequency, play it while using a rag to hold each tube steady until you locate it. I was curious about the capacitor mainly due to your description. Others will undoubtedly chime in, but it doesn’t look like it’s leaking or deforming. But the tearing on the nylon cover sleeve is puzzling.

Replacing the tubes definitely helped but the noise still persists. I'll probably have to dig in a little deeper. Know anywhere I can get a schematic for this thing?

The schematic is not published, I would contact Don at the Z-Factory to discuss the issue. If there was excessive heat there would be indication of oxidation and curling of the blue cap cover.
