What type of amp were you intending on playing?? You could reasonably expect to do anything less than 20 - 30 watts; the amps bigger than than might be pushing it a little. Also, it depends how much room between neighbors in the house and who they are! 😱😃 My avatar is "part" of my home music room in the house.

Also, is your house a single or not? Do you like a cranked sound or are you good with a softer clean sound. And, probably the biggest question is what is the tolerance of the other people living in the house? I've found the last question changes with age. When we first moved here, I always had a band rehearsing and the Mrs was actually singing with us. The tolerance for the noise (music) reduced after a time of not having any rehearsals.

It appears he's talking Ghia, which is rated at 18 watts but clocks in at 30? I've never had one but at 18 Z watts, even attenuated, it could produce a thump. But as mentioned there are a lot of variables re environment that dictate what "low" volume means. Also, are you talking a pedal board as well? A 1x12 or 2x10 cab? Will you be gigging the amp where 18 watts is needed or just at home?

I play in a basement "studio" with an acoustic tile ceiling. I can get away with playing at about 100db while my wife is home upstairs. My Monza with a master volume control rocks nicely at this level, even lower levels. My 18 watt Budda Twinmaster did not! It was an amp that was designed to be cranked and played dirty and it was way too loud! By the time I attenuated it to an acceptable level, the sound was a squishy mess. The Monza would be too loud without using the master It has an awesome master). Even with a good master volume control, my Nova and Z Wreck Jr wanted to be louder than I wanted them to be to sound really great. Heck, even a 4 watt Fender tweed Champ about is about 100db when it's cranked to about 9 out of 12.
I don't know the kind of sound you're after with the Ghia, and I've never played one to know at what sound level it gives up the goods, so I can't be much help with that specific amp.
BTW, for reference, a flute can reach 110db, and it's not the loudest instrument in an orchestra, so it's not just us electric guitar players who are loud!

It depends on the speaker too, my Ghia has a Red Fang 10" in it and it gets loud fast. 9:00 with a Brake Lite attenuator at one click is loud enough to gig with. I had a Greenback 10" in it for a while and it was a lot quieter, but still delivered the goods when I cranked it.

I built an AMZ Minibooster and included a bypass cap that makes it a bit dirty and it pushes amps like my Cure into a nice dirty sound. I highly recommend a nice not so clean boost.

For not much more than a good attenuator you could get Dr Z to put a master volume on your Ghia. I really want to do this some day. The other thing that makes a really big difference with this amp is the speaker. Dave mentioned the Red Fang, that's a really sensitive speaker and I couldn't hardly use the Ghia when I had them paired. Something less efficient like the Greenback will really let you get more juice flowing to the tubes without taking the curl out of your carpets.
I had a Ghia and a Maz at the same time for a bit and ran a bunch of tests. As much as I love the Ghia and will have one again some day, I found I could get pretty close to some of my favorite tones from the CG on the Maz, but not the other way around. Given the master volume on the Maz it's the winner for playing at home and sounding great at reasonable volumes.

What kind of paint is on the walls?
If there is flat paint it absorbs the sound by 15 db's, as opposed to Egg Shell which reflects sound.
If you wear Patchouli your neighbors will keep their windows closed.
