If I remember right, V1 is the initial gain stage and V2 is the tone stack. V3 is the phase inverter.

V2 is a cathode follower, used to drive the tone stack.
From what I've read, a cathode follower runs at a higher voltage than the typical preamp tube and needs to be "hearty" (so does the PI - V3).
The Dr's selection of tubes is entirely appropriate for these.
With V1, you can use almost any 12AX7 tube you like.
