Can you remove 2 power tubes to reduce the output of a Zwreck? I know this is a trick that can be used on 4 tube Marshall and Fender amps, removing a set of power tubes (both inner tubes or both outer tubes) to reduce the power output. Is it safe on a Wreck?

Nooooooo
Check into a Dr. Z Brake Lite for under $200, or look for a used one.

DRK, I have a gently used Brake lite available if your interested. I'm going to upgrade to the Z Air Brake. I need a little less volume for late night fun. PM for details.
