I've owned both the Ray and the Maz 38, and I've played through AC30s. I'd have to say that the Ray is objectively the loudest, but not by a huge margin. You can certainly get the 38 and the AC30 to scream.
More importantly, perception of loudness is a curious thing; there are a number of factors that figure in to the perception.
The Ray has more bottom end than both the others, by a long shot. And the Ray's clean is much more pure. Both the 38 and the AC30 break up more, and earlier, than the Ray. Moreover, speaker choice will make a big difference. My Alnico Blues in the Ray's cab are much louder than the G12H + V30 in the 38, even though the blues are rated much lower in wattage.
To my ears, those things and more have an impact on how I hear the volume of the amps. I have a feeling that, if you did a side-by-side with these three, you'd feel the same way.

The AC30 top boost has much more gain that a Stang Ray so a comparison could be deceiving.

Tough one..... They are all pretty close in volume to my ears (I've had all 3). As mentioned above, past a certain point it's perception. The Ray is definitly the fullest sounding and makes it "feel" louder (shakes the dang walls), where the Maz38 with the master and volume cranked has more gain and a little higher mid range so it sounds louder. The Ray is pretty clean up to about 4 on the volume knob, from there it gets a little louder but more so, it really starts compressing and filling out.
comparing 30 vs 30 vs 38 wts is going to be minimal and the way I have it dialed may sound louder than the way you have it dialed...... Heck, for that fact - 30 vs 50wts is pretty minimal.
I played a show with a Mesa Boogie 100wt Dual Rectifier...... you can pull two power tubes and a rectifier tube and cut the power down to 50wts, so I did that between sets to see what the difference was and I was prepared to hear a HUGE difference, but I was really shocked at what I heard! My volume knob went from 3 at 100wts to...just barely above 3 at 50wts.... Not much change at all. I know thats the same amp I did that in, but a few wts isn't going to make that much difference when 50wts didn't make that much at all.
Something else to consider, a 20wt 2x12 is going to appear to sound louder than a 38wt 1x12. If you push more air (more speakers) it'll sound louder too.

I was also floored by the volume of the Stang. I came from a 100W Peavey EL84 head, and it had so much power I could never use that much volume. So I bought the 30W stang on the assumption that it would be noticeably quieter.
I was dead wrong. The Stang with a pair of Blues is actually LOUDER than my 100W Peavey head through a 1x12. A big part of that perception is the number and kind of speakers, too.
Personally, I'd love to hook up a single Stang head to a pair of Z 2x12 open cabs with Blues (a virtual 4x12 of open back Blues). In mind mind's eye I hear a bottom end thump and a sheer girth that defies description.
