hey Zach I've used both the Diamond MLjr and Boss DD-7 pretty extensively for the last few years. The Boss seriously holds its own. While the MLjr's tone and feel are really amazing and accessed by IMO the best user interface for heavy live use in the business, it's ~$200 used while you can find used DD-7s for more like $100. The DD-7 is not 50% as good for half the money; it's more like 80+%. I think it really just boils down to the UI for the most part. Huh, sweet. I'll really have to look into those some more. They seem to be pretty popular!

My Flashback X4 does it well. It has a switch that puts eightns or dotted eighths on the tap tempo you put in. Nice delay, fair price.

The DD-7 is a HUGE bang for the buck if you don't need presets. That's the only reason I keep my DD-20 around. Of course, that's a classic in its own right. You can even find a used DD-20 locally much of the time for around $100-120.

I got my DD-20 plus an external tap for $125 I think it was. My DD-7 I got for $100. Not a bad deal for either one, especially for the features and tone.
