Just wondering if the EF86 is actively in the circuit all the time or only when the overdose is engaged?

It is always in the circuit, but the overdose kicks in another side of the tube.

I'm glad you asked this question. So that means I don't have a problem with the original or a brand new tube in my case if the ef86 isn't that bright when the overdose isn't engaged.

OK, I didn't know that, but I do remember that question being asked before in the Rx Jr and I remember it being stated that the EF86 is always on and the boost also used it. I know it is a pentode, so maybe maybe it goes from triode mode to pentode or something. Obviously, I'm no tube expert , but I'm 99.99% certain it is always in use. I think what I read somewhere was the EF-86 has 3 sides, and 2 are active all the time. When you hit the overdose, the 3rd activates.

What I was saying is I replaced an ef86 because I thought it was bad. I couldn't see it lit up. I bought three new ones and had to turn off all lights and activate the boost before I could even see the tube lit up. Thought maybe instead of 4 bad ef86's, maybe the boost activated it. I was reading the OP as basically asking the same thing and thought maybe I had my answer too.
