Yes it is safe but an AU7 is a terrible tone generator .... it is a better phase inverter.
If you want to drop the gain use an AY7 ... although it will not help give the amp clean headroom ... these amps have no clean headroom and that is by design.

Reading pre-amp tube posts I think I am going to try a 5751 and a 12AY7. I find that the 12ax7 is not very adjustable between the small range of clean (about 8-8:30 on the dial) to dirty (about noon). I also find the gain from about 3:00 to all the way up too much.
I tried an 12AT7 which did not sound so great, but did allow more fine tuning of the gain between clean and dirty. I expect that either the 5751 or 12AY7 will sound good and give me a more adjustable volume knob and just enough gain when turned up all the way.

Have you ever seen any amp with one in the first gain / tone stage? Nope. A 5751 is great but you might not see that much change over production 12AX7s as a 12AX7 that is supposed to have a gain of 100 is typically 75-<85 today and an NOS 5751 will be 70 or so. The 12AY7 has a gain of about 40 and these are great tone generators.
