I already have 2 speakers that I love. Is it possible to buy a 212 open back without speakers?

To the best of my knowledge the answer is no on all cabinets regardless of configuration. Your best bet is to buy a loaded cab or put a WTB on the marketplace section. But you won’t see many from what I’ve been able to see.

If you're not dead set on a Z cabinet, Avatar offers good ones at reasonable prices. I'm pretty sure they will sell you an unloaded one.
Fwiw, I'm using an Avatar 1x12 with a Creamback M65 with the CAZ-45.

Avatar, Stagecraft, Mather, Mojotone. If you really can't do a Z, I would compare the size of the Z and try to find one as close as possible, dimensions-wise. Having said that, I think most Z amps sound best with Z cabinets.

I don't know that Mather has specs for all Z cabs, but I know he knew right off when I was asking him about a studio combo 112. You could check with the Z shop directly, but I was told in early December that to wait until the new fiscal year, and then was told last week that they are too busy filling orders they are not doing any extra cabs or legacy builds until they get caught up. They did get back to me fast, so if you want an answer and can wait for a Z it's worth checking.

I think no matter how you slice it, it will be less expensive to just buy a filled cab (regardless of retailer) and sell the new speakers.

I bought an Avatar 2x12 cab and seem to remember buying it with one speaker. I can't quite remember my logic although I do know I wanted a Greenback at that time. A 2x12 cab with one speaker seems like an odd purchase, but I'm pretty sure that's what I did. Again, if you're not set on a 'Z', there's other good options out there.
