What does this mean in a pre-amp tube and is it necessary to pay for the upgrade when buying new tubes. Thanks for any info.

Basically , a 12AX7 is two tubes in one glass envelope. It's not absolutely necessary ( but it's nice) to have both side balanced - except when it's used in the phase inverter position they should be matched / balanced as both sides are taking turns being used to fire the output tubes.

Matching = matched set of two or more separate tubes (preamp or power, but usually power) Balancing = the two triodes within one (preamp) tube are balanced
