Not sure if this makes any sense but...is there a break in period for NOS tubes?
I changed my stock Ruby 12AX7 pre-amp tube with a 12AX7 RCA NOS pre-amp tube and I get some "pops" above the baseline static. I switched several times between the stock Ruby a new Tung Sol (both to make sure the RCA NOS is seated correctly and also compare it to the newer tubes) and only the RCA NOS seems to have this issue.
Thoughts?

Tom,
Do you have any DeOxit? If so, you may want to clean the pins. A good way is to spray a little bit onto a sponge and stick the tube pins down into the wet area. Gently twist it around a bit to get any corrosion off, then put it back in the amp.
I'd do this with any old tube that doesn't have pristine pins. Good Luck, Eddie

Thanks guys. Any idea where I can purchase DeoxIT? I see a lot of on-line places but I am too impatient to wait, any chains that might have it?

Tommy,
If you have a Radio Shack nearby, you can try them.

Great advice, Eddie. I'm assuming any contact cleaner would work? Thanks, Brad

I use Deoxit on all my tube pins, new production as well as NOS. Really brightens 'em up and it just has to help the electrons flow through the socket to the tube. Deoxt ain't cheap, but Radio Shack typically carries a combo pack of two one-ounce spritzers - one each of Deoxit cleaner and cleaner/lube and it's not a ton of money. I got one of these packs a couple of years ago and I still have some left after several pot cleans and lots of tube pin cleans. Use the cleaner to get rd of the crud, then use a shot of the cleaner/lube to keep things fresh.
