i've just swapped in 2 new TubeStore rated #36 Saratov kt 66 tubes that I have biased to 35.8 and 37.5 A respectively. The 35.8 (the left when looking at the back, nearest the preamp tubes. When in standby, no blue. when amp is on, there is a slight blue tint near the top of the tube. other tube has no visible change. is there a problem?

Some will glow more than others due to differences in the plate assembly. No issue at all. What you DO NOT want is swirling purple-pink moving clouds. If you start to get confused and think that you are seeing what may be purple-pink don't worry .... if you had this issue the tube would fail in a few minutes and once you see it you will not mistake it again for what you are seeing. Happy playing ... you are fine. Just for my own interest, what is the date code on the tube bottle?
