Do the sleeves / jackets on 12AX7 type pre amp tube have any function besides reducing / keeping out noise? Like keeping the tube hotter? If I'm not getting any unwanted noise, is there any advantage to removing the sleeve? Longer tube life?

Preamp tubes are really there for shielding but they do disturb the electron flow as they are grounded and many amps yield improved tone when you remove them. You generally never see them in high end audio hifi amps as an example.
They also secure the tubes into the sockets for more reliable transport of the amp.
