On one of my new guitars, the tuning machines seem very hard to turn. As if the gears aren't smooth. I've tried graphite powder, but I don't think it's fine enough. (It seems to just fall off) I'd like to try a tiny drop of oil. I think the graphite powder is made for key locks..if that makes a difference.
My idea is I would put some oil on a Q-tip...then dab the gears.
Any thoughts?

Are they open back tuners? A tiny dab of vaseline works well on those.

On some tuners if you tighten the screw that holds on the button too much it will make them hard to turn. If it has a screw, loosen it a smidge and see if that helps. If they aren't open, a drop of oil, generally in the small hole on the back, won't hurt anything. Check and make sure none leaks out and of course wipe it if it does. May take a bit to leak out depending on what position the guitar sits in.

DON'T put graphite powder in or on your tuners. Vaseline will work..lithium lubricant...something that will stick to the moving parts. Oil's temporary, and powder won't stick where you need it and will just cause a mess.

yeah....I forgot to add...
yes, they're open back tuners. They are supposedly already an upgrade...they're Schallers.

Tri-flow for all moving parts! But if there is a screw on the machine head. Back it off a touch.

Here's what I have to work with.

Ahh. Well Usually there is a flat head screw where the gear is. But yours has that S or a musical note there instead. Maybe rivit ? On yours maybe the top nut under the string could loosen a bit. Otherwise take the string off and use a string winder to hopefully loosen it by multiple rotation. May be some trial and error:)

Looks like Waverlys would be a direct replacement if necessary. They’re great and are stock on Collings and Bourgeois. Love ‘em.

Those are Schaller Grandtune tuners - from Schaller:
GrandTune features permanently locked, sealed and covered screw joints for zero degradation and maintainance-free performance.
They can be purchased as singles so maybe replacing one is an option.
