Can you use a lower powered speaker with the brake lite. For example if the amp pushes 45 watts and you would like to use it with a 30 watt power handling speaker. Is that possible.

Yes. The Brake Lite is eating some of that power. So, from the speaker's perspective, it will see less wattage.
According to Doc's manual, the first click takes you down 2 dB which would place you at 30 watts (with a 45 watt amp). The second click is 5 dB down dropping you to 15 watts.
Of course, always make sure you have that brake lite engaged when using that speaker. I run my Marshall 50 watt amp into a 25 watt Greenback with my Air Brake on a few clicks.
