So, i have a limitation issue with my Tascam 2488 all-in-one recorder. I have one internal effect loop and two ext. effect loops. the internal effect can only be used one at a time so i'm looking for some suggestions on inexpensive outboard hardware like a verb and compressor. thoughts?

I've had pretty good luck with the Line 6 M series. line6.com/m5/Not a fan of their amps, but I've made good use of the effects boxes.

Yes, the M5 is a bunch of fun for a small price.
The Mooer stuff is affordable, I had the Yellow Comp. on the board for a while.

Or you can set the fx you want and then bounce to another track to print the track with the fx added. Then you free up your fx.
If you had a small outboard mixer like a Mackie 1202VLZ you could set up your 2488 to have 6 outs, then put rack fx on your mixer inserts or aux loops.
