So my Maz 18 has a static type noise that kind of sounds like the ocean but is a bit fizzier if that makes sense. This is with the guitar in the input. If I touch the metal switches on the amp or the metal inputs (hi or lo) the sound goes away. Also if I touch the chassis with my finger the sound goes away. Is this a grounding problem? Is there a way to fix this?

Check chassis screws - tighten if they are not snug.

The 4 screws under the amp on the legs?
My amp is not with me so other suggestions would be appreciated.

Is it a head or combo? On the head the 4 chassis screws are on the bottom next to rubber feet. If not tightened properly can cause noise from what I understand.

Yeah it's a head. I know those screws.
