If you have the Route 66 into a Weber MiniMass into a 15 watt rated Weber speaker is there any way to measure the amount of attenuation needed to safely run the amp full blast?

There is, but I'm betting you don't have the gear there to do it. At a minimum you would need a signal generator and an oscilloscope to do it right.

I've been wondering about attenuators and output myself - if set your attenuator to "50%," is that halving your wattage or is it much more? You get an increase of 3db when doubling the wattage, correct? If so, if you attenuate a 66 only 3db, would you get 16 watts going to the speaker? If that's the case, you wouldn't have to attenuate much to make it safe for a blue.

You're right that -3 db is half power.
