OK I just got my last Dr. Z today. I now have Maz 18 Jr, RX ES, 6545 and Z Best.
The 6545 seems to have alot of highs. I've read a few posts by the Dr. and some by Myles and think that the 12AX7M will be a good choice but I am not quite sure about the EF86. I have never biased an amp because I have only owned EL84 amps and never needed to. I would love to be able to bias my amp and keep up with it but I would need some direction. I have a digital multimeter that I use for small repairs and checking AC current at gigs. Is there any place that would tell me how to bias a 6545?
I am assuming rise time works the same as it does on the Groobe Tubes Vipre...almost an eq effect that effects transients...the slower the more rounded the transient...is this right?
So if I want a little less transients would that be the tube or the bias?

The tube. If your amp is new, you likely do not need to bias it. If your EL34s were recently replaced (i.e. by you), you may need to rebias if they are not identical to the ones that came out (from a Groove Tubes point of view, that is - #6 replaced by #6 for instance).
What transients are you trying to tame? On the 45 side those tone controls almost act like gains themselves. The tone of the amp overall is very responsive to settings, in fact. What EF86 do you have in there now? What do you have in V1? What speakers are you using?
