I just ordered an 8 ohm 12" tone tubby to put in an extension cab and was positive that the celestion in my Maz 38 sr. was 8 ohm... however, I didn't have the amp with me and now I see it is 16 ohm.
Can I use both the 8 ohm and 16 ohm speaker sends? (which i guess would be running in series?) and Is it sketchy to tie them in parralell since they're different ohm ratings.
...Or I noticed people talking about rewiring a speaker to adjust the ohms?

Ryan, the outputs on the back of your amp are NOT in parallel. They are separate transformer outputs, so you never want to plug a speaker into more than one jack at a time.
It is unfortunate that you have two different impedance speakers. It will work, but one will be louder than the other. If you wire them in parallel, you'll have 5.3 ohms, so you can use the 4 ohm jack pretty safely. You'll need to get a "Y" speaker cord to connect them together in parallel.
